About the District
Harris County Municipal Utility District No. 261 (the "District") was created effective November 20th, 1984 by an Order of the Texas Water Commission, presently known as the Texas Commission on Environmental Quality (the "Commission"). Pursuant to the provisions of Chapters 49 and 54 of the Texas Water Code, the District is empowered to purchase, operate and maintain all facilities, plants and improvements necessary to provide water, sanitary sewer service, storm sewer drainage, irrigation, solid waste collection and disposal, including recycling, and to construct parks and recreational facilities for the residents of the District. The District is also empowered to contract for or employ its own peace officers to perform all fire fighting activities within the District; to date the District has not chose to exercise these powers. The Board of Directors held its first meeting on March 12th, 1985 and the first bonds were sold on March 1st, 1984.
On February 5th, 1997, the District executed an Agreement for Sale of Wastewater Treatment Capacity by and between the District and Rolling Fork to be effective May 1st, 1997. The agreement provided for the purchase by the District of 161,000 gallons per day (GPD) capacity in the wastewater treatment plan operated by Rolling Fork. On March 1st, 2001 and as amended on March 20th, 2003, the District executed a Water Supply Contract. The contract provides for the City of Houston to supply surface water to the District and Windfern. Based on geographical location, the District has agreed to consume water from the City of Houston in accordance with the take or pay provision of the contract for both itself and Windfern.
Harris County Municipal District No. 261 (HCMUD 261) was created November 24th, 1984.
